New DA-BSWM OIC assumes post

By Amelia M. Fermia - Project Assistant III
February 07, 2017

Director Angel C. Enriquez took over the top post of Department of Agriculture's Bureau of Soils and Water Management (DA-BSWM) during the Welcome Program held at the BSWM Convention Hall on February 1, 2016.

The program was attended by the BSWM management and staff headed by the incumbent Deputy Director Sonia M. Salguero, Division, Research Center and Unit Chiefs.

In her message during the ceremony, OIC-Director Enriquez encouraged BSWM employees to ensure that various forms of government assistance are delivered to the farmers.

"All I want from you is your support. You and I have to make some adjustment but you know this is what I would like to assure you, the office of the Director will always be open to anyone who needs my aid," OIC-Director Enriquez said on how she will cope with the BSWM employees.

"Change is inevitable, there's no such thing as permanent in this world and usually the change is for the better, we might not know why these things are happening right now, but later on we will realize that God has prepared something better for us," she added.

Prior to her appointment to BSWM, OIC-Director Enriquez was the Regional Executive Director (RED) of DA Regional Field Office VII for five years and she has been with the DA for 30 years. She is greatly committed to bringing the poor and marginalized farmers especially the women into greater heights by providing directions in the various capacity building activities, projects and initiatives.

During her stint as the RED in Region VII for five years, she was instrumental for the crafting of the Municipal Agriculture and Fisheries Development Plan (MAFDP). She has made an innovation in the system of bureaucracy when she institutionalized the establishment of the Full-time Delivery Unit (FDU) in her Department which is observed as an effective strategy in tracking down documents which resulted to a higher fun utilization and project implementation.

DA Secretary Emmanuel PiƱol designated Dir. Enriquez as the new Officer-in-Charge (OIC) Director of BSWM in line with DA Special Order No. 33, Series of 2017 in high hopes that the organizational development of the Bureau continues.
